Evaluating Strategic Partnerships for Dutch Development Cooperation
In 2016, the Netherlands Ministry of Foreign Affairs started the Dialogue and Dissent programme in which they set out the new policy for development cooperation in the area of lobbying and advocacy. The programme will expire next year (end of 2020). That is why all Strategic Partnerships covered by this programme will organize their final evaluation in 2020. Both the Health Systems Advocacy Partnership and the Right Here, Right Now! programme have chosen to use the new Outcome Harvesting feature in Sprockler. The two partnerships found the feature highly suitable since the Strategic Partnerships focuses on lobbying and advocacy regarding the complex theme of the sexual and reproductive health and rights. In such complex settings, the new Sprockler feature will help to investigate the effects of capacity strengthening and advocacy strategies by automatically linking the harvesting and substantiation of outcomes.
The Health Systems Advocacy Partnership is comprised of Amref Health Africa, the African Centre for Global Health and Social Transformation (ACHEST), Health Action International (HAI) and Wemos. The Right Here Right Now! programme is a strategic partnership between Rutgers, the Asian-pacific Resource and Research Centre for Women (ARROW), CHOICE for Youth and Sexuality (CHOICE), Dance4life, HIVOS, International Planned Parenthood Federation African Region (IPPF AR), the Latin American and Caribbean Women’s Health Network (LACWHN). Both partnerships include the Netherlands Ministry of Foreign Affairs.
The goal of the Health Systems Advocacy Partnership is to enable communities to realize their right to the highest attainable sexual and reproductive health and the Right Here Right Now! programme focuses on freedom from stigma, discrimination and violence, access to comprehensive youth-friendly services and space for young people’s voices.
The final evaluation of the Health Systems Advocacy Partnership is conducted by ResultsinHealth and the Right Here Right Now! programme by Wereld in Woorden.
